Content Management System. Basically using mysql and php files that let you update the site within a click and 5 seconds.

Yes, something like Mambo, PHPNuke, and other forms of scripts that allow easy site updates, news, information, images, blocks you can move around from top to bottom, etc.

Sure you can.

That will let you add any html code into a php document.
